two different issues here

The first being the appropriate scope and power of executive orders.
The second being the appropriateness of such a large-scale vaccination before it has been fully tested. One day it may be appropriate, but now it seems premature.
Both issues militate in favor of this bill.

This bill would repeal the executive order requiring the HPV immunization to enter the sixth grade.Background
