Summary

Creates a legally defined Covenant Marriage, and allows couples to choose such marriages if they complete state-paid premarital counseling.

Background

Covenant Marriages increase the waiting periods and legal standards for divorce.

Political Context

The creation of Covenant Marriages is a platform of the Texas Republican Party.

Similar language in a Colorado bill was opposed by the Colorado Coalition Against Domestic Violence because such a law would make it harder for battered women to escape abusive marriages./1/

Previous covenant marriage language in Texas, HB1791(78R), did not make it out of committee.

Ah yes, covenant marriage, just what we need to keep women in their place. As a divorce lawyer I'll certainly profit handsomely from this law. More stuff for people to fight about. The more difficult it is to get out of a marriage and the more issues there are to resolve, the more expensive. Why not re-name this the Batterers Equity Bill. If you beat up your spouse, make him/her prove it before they can be done with you.
