Better lanuage would provide the federal level as a minimum, so when the feds go to $6.65 next year, Texas isn't left behind at $6 for non-federally covered jobs. Regardless of the starting level (and $6 would be considered inadequate by many,) language indexing the state minimum would prevent the lege from having to revisit this issue in the future.
