Summary
Adopts by reference the federal prohibitions on funding biomedical research which are in place as of January 1, 2007. This includes federal limitations on embryonic stem cell research.
Background and Commentary
In the 79th legislature, Paxton filed HB2081(79th), a bill limiting state funding of embryonic stem cell research. This bill never made it out of the state affairs committee. The language in this bill is more general, and adopts all federal guidelines in place as of 1/1/07. If the federal government moves forward from these guidelines, Texas will keep the 2007 guidelines in statute.
