Summary

Changes TCEQ air quality "Effects Screening Levels" from guidelines to enforceable limits.

Background

A recent report from the UT School of Public Health found that ambient levels of two hazardous air pollutants (benzene and 1,3-butadiene) may be associated with childhood leukemia. This bill would allow TCEQ to enforce limits on those and other air pollutants.

Political Context

This language was filed during the third special session of the 79th legislature, but was not added to the call by Gov. Perry and therefore was not considered.
