A law passed in 2003 allowed the use of the cameras by city and state governments, but restricted penalties to a 'basically noncollectable civil fee.' /1/

However, they should put a cap on the civil fine to keep certain municipalities (like Houston) from raising the fine to an outrageous amount. You should see Houston's moving violation fines. WAY too much
