Summary

Creates an inter-agency task force to help agencies determine if their activities have disproportionately adverse health or environmental effects on areas with minority or low-income populations.

Background

Minority and low-income neighborhoods are more likely than more affluent, predominately white communities to have environmental health hazards in their midst, including landfills, petrochemical plants, waste incinerators, and contaminated sites. /1/

Political Context

This bill mirrors federal actions that began with an executive order from the Bush 41, and passed thru congress in 2005./1/
