Allows the Elderly (65+) and Disabled to register to receive Absentee mail-in ballots for each non-primary election without registering for each.

Background

Texas currently allows voting by mail if the voter is:
* going to be away from your county on Election Day and during early voting;
* sick or disabled;
* 65 years of age or older on Election Day; or
* confined in jail, but eligible to vote.

Currently for every election the voter chooses to vote, a formal application from the early voting clerk in the voter's county, must be mailed in. This bill would allow a permanent designation for a voter to have their ballot mailed to them regularly at each election cycle. The voter does not have to vote if they choose not to. It simply provides the elderly or infirmed the opportunity to participate in our democracy.
