Summary

The bill imposes an 10% fee on trans-national money transfers, and designates that money be used for border security.

Background

Day Laborers from Mexico and Central America send millions of dollars back to their families in their home countries each year.

The bill provides that legal residents can apply for a rebate to reclaim the fee they pay.
