Summary

SB 308 allows local health authorities to set up programs for the anonymous exchange of used hypodermic needles.

Background

Syringe exchange programs are used to reduce the transmission of blood borne pathogens which transmit diseases such as HIV and hepatitis.

Political Context

Similar legislation has been filed 3 previous sessions. In 2005, it cleared its committee hearing but never recieved a vote on the senate floor. Deuell and Van de Putte are new sponsors of the language./1/

Our tax dollars shouldn't buy addicts needles. How does that promote quitting by giving them fresh paraphernalia? It doesn't. It encourages them to go out and buy more drugs.

No one is asking for tax dollars to support needle exchange, only that it no longer be illegal to save lives through the use of an exchange program. Though if they were asking for tax dollars to support the program it would save tax dollars long term on health care for users who contract and spread disease not only to other users but to family members (spouses & children) who end up innocent victims. ALL studies done indicate positive outcome from exchange programs, the myth that it "promotes drug use" is absurd and only held by people who ignore all logic and fact.

Let's see some of these "studies" that show handing out free needles helps addicts kick their habit. I can't wait to see those. I'll wait. It's not a myth, it's a fact.

I see the Senate OK'd it. The addicts may soon have a neverending supply of needles to shoot up with and share. Oh great. Maybe we should just go ahead and give them heroin too while they are there. Why not. Groan.
