Summary

This bill would prohibit members of the governors staff from lobbying for one year after leaving state employment.

Background

Questions have been raised about Gov. Perry's executive order requiring the HPV Vaccine for Texas sixth graders after it became known that Perry's former chief of staff, Mike Toomey, had become a lobbyist for Merck, the company that makes the vaccine. This bill would remove the potential for such perceived conflicts of interest.

An analysis by the Fort Worth Star Telegram has shown that former Perry staffers have lobbying contracts worth up to 10 million dollars./2/

Considering that the legislature meets only every-other-year, a one-year prohibition is not long enough to have any meaningful impact at the legislature, though it might impact the governor's office. The prohibition should be at least two years, or through the end of the first legislative session subsequent to the staff members' departure.
