But we do provide medical care to those in prison. Thus, doing what we can to prevent (or rather, allow others to prevent) the spread of STDs in prisons makes sense financially.

Sex isn't allowed in prison, but it does happen, and HIV is an emerging epedimic inside of TDCJ. Almost 2300 prisoners in TDCJ custody right now have HIV, and treatment for the disease costs the state $12 million per year. 40% of the HIV-positive inmates released this year will end up in Houston. The fiscal note on this bill-- $0.
This bill makes sense from both a fiscal and public safety standpoint.
