Issue Summary

The large percentage of students admitted to State funded university under the 10% rule limits the flexibility of those school's admission programs.

Background


HB 788 /75-R/ created the "10% rule" guarenteeing admission to state funded universities for students that graduate in the top 10% of their class. As admission under this provision has grown, controvisal suggestions to cap admissions under the 10% rule have been made by various parties, including former University of Texas at Austin president Larry Faulkner.

SB 128 - applicant must complete recommended curriculum
HB 78 - 40% cap.
SB 101 - 50% cap
HB 212 - Eliminate 10% Rule
HB 400 - Change 10% Rule to a 7.5% Rule
HB 415 - Guarantees admission to state system, not specific school.
