Top Ten Percent Rule

Currently, All Texas high school students in the top ten percent of
their class are guaranteed acceptance to any state school. This policy
was implemented as an alternative to implementing a race-based quota
system for accepting freshmen into college.
This has created a problem for the most popular state university in Texas, the University of Texas - Austin. Currently, 80% of the incoming freshman class at the University of Texas are accepted under the top ten percent rule, requiring the university to reject qualified applicants from acceptance.
