Currently, All Texas high school students in the top ten percent of their class are guaranteed acceptance to any state school.  This policy was implemented as an alternative to implementing a race-based quota system for accepting freshmen into college.

This has created a problem for the most popular state university in Texas, the University of Texas - Austin.   Currently, 80% of the incoming freshman class at the University of Texas are accepted under the top ten percent rule, requiring the university to reject qualified applicants from acceptance.
